AKS Ocean scale-up failure due to error parsing Kubernetes version

Title

When attempting to scale up an AKS cluster using Ocean, the process may fail with an error similar to the following in the logs:

Failed to perform scale up for virtual node group vngname (vng-56dea1ae). Got status code different from SC_OK : 400 Body { "code": "BadRequest", "details": null, "message": "Client Error: error parsing version(1.26). If you would like to use alias minor version, please use api version starting from 2022-03-02-preview", "subcode": "" }

This indicates an incompatibility with the API version used for Kubernetes version handling.

Ocean attempts to create a new node pool using a specific Kubernetes version without specifying the exact patch version (alias minor version).
AKS requires using the latest GA patch version, which needs an updated API version. Update your AKS API version to at least the version specified in the error message (in the example error used here, 2022-03-02-preview or later).
Verify that both the Azure CLI and AKS API meet the required versions:
1. Azure CLI version: 2.37 or higher
2. API version: 20220401 or higher
Use the following command to upgrade the Azure CLI:
```
az upgrade
```

After updating the AKS API and Azure CLI versions to the required levels, scaling up with alias minor versions will succeed without triggering the parsing error.
