All application report run values
In the Snow All Applications report, what is the time frame for the "run" value? Is there a specific time period, or does it indicate whether a software program has been run at all since installation, regardless of the time elapsed?

The Run column is cumulative. It shows how many times Snow has seen the application start since usage metering began—not usage within a specific time period. See https://community.flexera.com/s/article/How-software-usage-metering-works It means “how many run/start events Snow has recorded since metering began (and was last reset by inventory processing)”.

Just to add to what @Max_Schoenhuber has explained, my understanding is that the cutoff would be bound to the amount of metering data you keep (see the settings in your Snow Console on the SLM server).
I can't prove it, but the figures we have seem to indicate that this is the case.
That is correct Samuel. METERING_HISTORY_PERIOD is by default 3 months. It can technically have any value between 1-12 months - but the max recommended value is 6, because metering takes up so much space in the database.
I've always tried to sync the metering period with the quarantine settings, as I don't think it makes sense to have a computer/user record without metering or vice versa - but that's just me...
